I got the asrock 939 Dual. The computer power supply is connected to
"system commander" type surge protector, allowing me to send power to
the monitor, speakers and cpu with a single switch.

When I turn the power switch there the CPU and case fans turn
momentarily. When I press the power button the system powers on
without incident.

I've search for a clue as to whether this is normal and I have an
email to Asrock tech support. I thought I would ask here.

Anything to worry about?

Very normal. For many years now PSUs have been maintaining a small
amount of current to the board. When my system shuts down from Windows
XP home the light on my router is still lit. If, however, I shut off the
power supply switch or shut off the surge suppressor, the light on my
router for that connection goes out. The power supply is no longer
supplying any power to the board. However, when I turn on the surge
suppressor or the switch on the power supply my AsRock 939 Dual Sata-2
causes the CPU fan to spin for a very short time. The router light comes
back on for the connection.
